MANILA, Philippines – The southwest monsoon or habagat has been bringing heavy to torrential rain to several areas since Tuesday evening, August 27, with similar weather conditions expected to continue on Wednesday, August 28.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said in its 4 am bulletin on Wednesday that the southwest monsoon is still affecting Central Luzon, Southern Luzon, and the Visayas.

PAGASA warned of occasional rain in Metro Manila, Zambales, Bataan, Tarlac, Pampanga, Cavite, Batangas, Occidental Mindoro, Palawan, and Antique.

The rest of Central Luzon, Calabarzon, Mimaropa, and the Visayas, as well as La Union, Pangasinan, Benguet, and Bicol, are also seeing scattered rain and thunderstorms.

As of 8 am, Metro Manila, Zambales, Bataan, and parts of Occidental Mindoro (Lubang, Looc, Paluan, Mamburao, Abra de Ilog, and Santa Cruz) were still under a yellow rainfall warning, which means heavy rain will persist for the next three hours. There is also flooding in flood-prone areas.

The rain prompted class suspensions in parts of Luzon on Wednesday.

The La Mesa Dam in Quezon City also overflowed as its water level reached 80.16 meters at 5 am. The dam’s spilling level is 80.15 meters.

PAGASA said water from the La Mesa Dam is expected to affect low-lying areas along the Tullahan River from Quezon City (Fairview, Forest Hills Subdivision, Quirino Highway, Santa Quiteria, and San Bartolome); Valenzuela City (Barangay Ligon, North Luzon Expressway, and La Huerta Subdivision); and Malabon City.

The weather bureau advised residents of those areas to monitor the Tullahan River’s water level and watch out for possible floods. – Rappler.com
